
The judge of the preliminary hearing, Flojera Davidhi, asked SPAK to change the charges against former Minister Ilir Beqaj, his former deputy Klodian Rjepaj and businessman Ilir Rrapaj, charging them with theft for abuse of office within a structured criminal group. This is a more serious charge than the one presented by the Prosecution in the preliminary hearing.
SPAK had sent the Sterilization file for trial, charging Beqaj with abuse of office, while Rjepaj and Rrapaj were charged with fraud with serious consequences in collaboration.
The prosecutors in the case, Edvin Kondili and Ened Nakuçi, requested 30 minutes to make a decision regarding the change of charge for former Minister Beqaj.
SPAK closed the investigation on March 30, 2024 and sent to trial former Minister of Health Ilir Beqaj, his former deputy Klodian Rjepaj and others accused of links to the Sterilization concession. Beqaj is accused of “abuse of office” for approving the sterilization concession contract in violation of the law.
The investigation was conducted by prosecutors Edvin Kondili and Ened Nakuçi, and SPAK has filed charges of violations during the process of granting the sterilization concession, a contract worth 100 million euros and a 10-year term, won by businessman Ilir Rrapaj. The prosecution says that during the granting of the concession, the defendants did not respect the law and abused their office, while Ilir Beqaj had close friendships with Ilir Rrapaj. SPAK’s findings also include the procedures followed for awarding the contract and the failure to meet the stipulated conditions, as well as the fictitious increase in sterilization costs.
